Zur Person: Der 70-jährige SPD-Außenpolitiker Gernot Erler lebt in Freiburg. Er ist Russlandbeauftragter der Bundesregierung.
 
Frage: Kein Durchbruch, aber kleine Fortschritte, heißt es nach dem Außenministertreffen am Mittwochabend in Berlin. Moskau und Kiew haben sich auf den Abzug schwerer Waffen verständigt. Was ist diese Vereinbarung wert?
Erler: Es ist gut, dass es zu diesem Treffen gekommen ist. Die Gefahr ist groß, dass sich in der Ostukraine wieder die Logik des Krieges durchsetzt und sich die Zahl der Opfer weiter erhöht. Das Treffen macht Hoffnung, dass jetzt wieder der politische Prozess in den Vordergrund rückt. Es gibt wahrnehmbare Fortschritte wie den Rückzug der schweren Waffen entlang der im September 2014 vereinbarten Trennlinie.
Frage: Bleibt auch von diesem Beschluss am Ende wieder einmal nur bedrucktes Papier?
Erler: Das müssen wir verhindern. Jetzt soll erst einmal so rasch wie möglich die sogenannte Kontaktgruppe zusammentreten. Das sind Vertreter der Ukraine, Russlands und der Separatisten unter Moderation der OSZE. Damit ist Russland wieder als Konfliktpartner im Spiel und mit am Verhandlungstisch.
Frage: Der ukrainische Präsident Petro Poroschenko spricht von einer Besetzung der Ostukraine. Droht am Ende doch ein Krieg?
Erler: Spätestens seit Juli 2014 ist ganz offensichtlich, dass es Kriegsereignisse in der Ostukraine gibt. Jetzt besteht die Gefahr, dass sich dies ausweitet und womöglich zu einem Krieg zwischen zwei Staaten, zwischen Russland und der Ukraine, führt. Das müssen wir auf jeden Fall verhindern. Das Treffen in Berlin und die Ergebnisse sind da eine kleine Ermutigung.
Frage: Die Ukraine will jetzt ihre Armee um 68 000 Soldaten aufstocken. Ist diese Mobilmachung nicht ein Schritt in Richtung weiterer Eskalation?
Erler: Wir müssen jetzt klären, ob der politische Ansatz in Kiew überhaupt noch mit dem Ansatz der Europäischen Union vereinbar ist. Für die EU war und ist weiter klar, dass es keine militärische Lösung für die Ostukraine geben kann, sondern nur eine politische. (Der ukrainische) Präsident Poroschenko hat gerade erst in Davos versichert, dass es keine militärische Lösung gibt. Da muss man ihn beim Wort nehmen. Die Aufstockung der Armee und die aggressiven Töne aus Kiew passen dazu natürlich nicht. Das ist erklärungsbedürftig.

Human Rights Watch urges Kiev to stop indiscriminate killings in Donbass

Kiev should stop the Indiscriminate warfare in southeast Ukraine, Human Rights Watch chief Kenneth Roth said, commenting on recent statements by the country’s PM, Arseny Yatsenyuk.
During his visit to Germany earlier in January, Yatsenyuk was questioned by Frankfurter Allgemeine on the cluster bombs and Grad multiple rocket launchers against town and villages in southeast Ukraine.
But the prime minister rejected the allegation, saying that “there is no evidence to that. No evidence,” and suggested that more attention should be paid to the Republic of Crimea, which reunited with Russia in March 2014.
However, Roth told RIA-Novosti news agency that Yatsenyuk lied to the German media as Human Right Watch (HRW) had “published a lot of evidence that Ukraine refuses to distinguish between military targets and civilians as required by the laws and customs of war."
The rights watchdog has presented detailed information on those violations during meetings with the Kiev authorities in November and December last year, he said.

“Yatsenyuk’s proposal to focus on Crimea instead pushes to a disturbing assumption… that all perceptions of the conflict are biased,” Roth said.
HRW’s executive director stressed that the organization regularly reports on the activities of Kiev forces and the rebels, but “Yatsenyuk and many others like him must find it impossible that the laws and customs of war can be objectively applied to both sides.”
"Rather than denying reports of abuses by its military, Kiev should recognize the obvious facts and stop conducting erratic combat operations” in south-eastern Ukraine, he said.
Roth reminded the Ukrainian authorities that the ability to acknowledge one's own mistakes is first test proving the country’s readiness democratic reforms to undertake democratic reforms.

The Ukrainian military launched an operation in the country’s southeast last April, after the Donetsk and Lugansk Regions refused to recognized the new, coup-imposed authorities in Kiev.
The death toll in the Ukraine conflict has exceeded 4,700 people. Over 10,000 have been injured, according to UN estimates.

Oliver Stone: CIA Fingerprints All Over Ukraine Coup

Famed Hollywood director Oliver Stone created a media storm this week with his statements about the February coup that ousted democratically elected Ukrainian leader Victor Yanukovych. Stone has concluded that the mysterious sniper fire that killed dozens and ultimately led to the overthrow was the work of outside agitators rather than of Yanukovich's security forces. The mainstream media and the US government claimed immediately that the horrific attacks were the work of Yanukovych's security personnel, underscoring the Western narrative that the Ukrainian president was a ruthless killer who lost all legitimacy when he ordered troops to fire on his own people.

In a statement issued by the White House on February 20th, the US administration said it was:
...outraged by the images of Ukrainian security forces firing automatic weapons on their own people.
Such US government claims have routinely been debunked and this one appears to be no different.

Stone was in Moscow working on a film about NSA whistleblower Ed Snowden when he interviewed the deposed president Yanukovych for a documentary he is also working on. According to Stone's research he believes the coup in Kiev was a classic CIA overthrow:
...it seems clear that the so-called ‘shooters’ who killed 14 police men, wounded some 85, and killed 45 protesting civilians, were outside third party agitators. Many witnesses, including Yanukovych and police officials, believe these foreign elements were introduced by pro-Western factions-- with CIA fingerprints on it.
He noted the similarities with other CIA overthrow operations such as the one that temporarily ousted Hugo Chavez in Venezuela, as well as Iran in 1953 and Chile in 1973. While the US and its allies have created the narrative that the crisis with Russia is about Russian actions in Crimea and Ukraine, the reality is that it has been the US that has been involved in Ukraine and which precipitated the crisis.

Faced with unexpected hostility over his post, Oliver Stone followed up with another statement clarifying that his conclusions had nothing to do with an affection for Yanukovich, who he said may well be the most corrupt president Ukraine ever had, but that the real point is the issue of US involvement in Ukraine's internal affairs. Wrote Stone today:
[T]here is ample evidence of pro-Western, third party interference, beginning with Victoria Nuland, John McCain, USAID, National Endowment for Democracy (who apparently organize very well on Facebook and Twitter), etc. Why for instance are so many policemen dead and wounded, and yet no one has investigated this in the new government?
Stone clearly understands how the regime change machine works, where the US politicians, government agencies, and government-funded "NGOs" work in concert toward a singular US government goal. Stone even understands how important the use of social media is to the regime changers. Recall how many times the State Department spokesperson would with a straight face inform journalists that evidence for US claims about a Russian invasion of Ukraine or the Russian shoot-down of Malaysia Airlines flight MH-17 could be found in "social media." Indeed, through such US government programs as the Alliance of Youth Movements and Movements.org, the US government actually trains activists overseas how to use social media to help overthrow their own governments.

Will Oliver Stone's fame and stature help create cracks in the wall of US government and mainstream media propaganda about the US role in the Ukrainian coup? We can only hope so.
